Ontario’s Ultra-Low Overnight Rate Drops to 3.7¢ on November 1, Making Overnight Tesla Charging Cheaper

The OEB is cutting Ontario's Ultra-Low Overnight price from 3.9¢ to 3.7¢/kWh on November 1. New rates, what a charge costs, and the smaller rebate catch.

The Ontario ultra-low overnight rate is going down. Starting November 1, 2026, the Ontario Energy Board (OEB) is cutting the Ultra-Low Overnight (ULO) price from 3.9 to 3.7 cents per kWh, so charging your Tesla between 11 p.m. and 7 a.m. gets a little cheaper this winter. Time-of-Use and Tiered prices are dropping too.

The OEB announced the new Regulated Price Plan prices on October 16. They apply to households, small businesses and farms across the province.

Ontario ultra-low overnight rate and other prices from November 1

  • Ultra-Low Overnight (every day, 11 p.m. to 7 a.m.): 3.7¢/kWh, down from 3.9¢
  • Weekend Off-Peak (weekends and holidays, 7 a.m. to 11 p.m.): 9.1¢, down from 9.8¢
  • Mid-Peak (weekdays, 7 a.m. to 4 p.m. and 9 p.m. to 11 p.m.): 14.6¢, down from 15.7¢
  • On-Peak (weekdays, 4 p.m. to 9 p.m.): 37.7¢, down from 39.1¢

On the standard Time-of-Use plan, winter off-peak (weekdays 7 p.m. to 7 a.m., plus all weekend) drops to 9.1¢, mid-peak to 14.6¢ and on-peak to 18.9¢. Tiered customers will pay 11.2¢ for their first 1,000 kWh a month and 13.2¢ after that.

What it means for charging your Tesla

Our quick math: adding 60 kWh overnight on ULO costs about $2.22 on the electricity line, versus $2.34 at today’s rate. Plug in at 5 p.m. on a weekday instead and the same 60 kWh would cost about $22.62. Delivery, regulatory charges and HST come on top of all of these. On ULO, timing matters far more than the price change does, so set your car’s scheduled charging to start after 11 p.m. Our our Tesla home charging guide for Ontario covers home charging setup.

Not on ULO yet? Since November 2023, every Ontario utility has had to offer it to Regulated Price Plan customers with a smart meter. The OEB has a bill calculator at oeb.ca/choice to see whether switching makes sense for your household. It’s worth a look if most of your charging happens overnight.

One catch: a smaller rebate

Lower prices don’t automatically mean a lower total bill. The province’s Ontario Electricity Rebate changes to 15.7% on November 1. The OEB says prices are decreasing year over year, “which allows for a reduction in the OER,” and that “the overall rate of increase for customer bills will remain consistent with previous years.” The OEB’s average RPP price is down 7%, to 11.89¢/kWh.

Winter driving uses more energy, so precondition while plugged in and let the wall, not the battery, do the warming. More tips in our winter driving and range guide.
